Vigorous strategy in play to eliminate terrorism in Kashmir

Jammu and Kashmir has undoubtedly seen a phenomenal phase of development since past over three years, and the path ahead is glorious to usher a bright future for the people of the Union Territory.
While there are people on ground, particularly the local Kashmiris, appreciating and rejoicing the changed fortunes in the Naya Kashmir, the enemy on our north is feeling frustrated and so is trying to fish in the troubled waters.
Pakistan Efforts To Derail Kashmir
Pakistan is making every effort and using every tactic, although unsuccessfully, to derail Jammu and Kashmir from the rails of development. The recent incidents of targeted killings in Kashmir of the innocent civilians, threats to journalists and Pandit employees by the terror groups is part of this frustrated strategy of the Pakistan.
They are exercising a psychological operations to create fear and chaos in Kashmir so that Kashmir remains in news with a negative outlook, and in return the terror sponsors meet their nefarious motives.
But we are always ahead of them in thwarting their evil designs. The goverments of the day from New Delhi to Srinagar are taking every possible action to fail Pakistan’s plans to derail peace in Kashmir.
Checking Terror Modules
The Union Government and the UT administration have initiated series of measures to check the movement of terror modules in Kashmir tasked by Pakistan to carry out terror activities.
In this regard, Union home secretary Ajay Bhalla chaired a review meeting recently in New Delhi to discuss and chalk out security strategy and assess the preparedness of security forces in the Union Territory. Sources privy to the developments said that a new counter-terror strategy based on a formula of Detect, Deter & Destroy has been adopted to give more teeth to the police and security forces for finishing militancy and terrorism in Kashmir at the earliest.
As part of the new strategy the Jammu and Kashmir Police (JKP) have initiated series of measures including fresh Area Domination Plan (ADP) and Standard Operating Procedure (SOP), mainly with a view to check movement of hybrid militants who are indulging in targeted killings of minorities and other non-locals including labourers though such incidents have now come down, in the Kashmir valley.
Anti-Terror Measures
The new formula has set focussed objectives for the police and the central armed forces. Union Home Ministry is anchoring the anti-terror measures with a renewed aim to usher a new dawn of terrorism free in Kashmir. As per the strategy, the JKP has a new Area Domination Plan including deployment of area domination which shall be able to Detect, Deter and Destroy the threat even in case of non-availability of a specific input.
Deeper domination by hybrid patrolling in lanes/by-lanes of Srinagar city and trouble areas of South Kashmir is another objective of the plan.
It is clear that the movement of terrorists in local areas will be made difficult and thus protection of soft targets including minorities and outside labourers (who have been earlier targeted by the terrorists) is ensured.
Both Prime Minister’s office and Home Ministry are keenly monitoring the situation in J&K, and directing the effective anti-terror response.
New SOPs
New Standard Operating Procedures have been devised. As per the new SOP, there will be permanent nakas at all strategic points and entry points on periphery of Srinagar City and South Kashmir. More focus on flash/surprise/naka/Cordon and Search Operation (CASO) will be there in addition to routine CASO.
The SOP has called for concept of joint responsibility and accountability. Each battalion of CAPF has been allocated with Area of Responsibility (AoR) on the pattern of Army’s RR battalion. Separate Area Domination Plans have been developed for Srinagar district and five districts of South Kashmir range where presence of militants is little higher than other districts.
The strategy is devised in addition to the extant policy of zero tolerance to terrorism. It is the result of this policy that the militancy is well under control in the Kashmir valley with large number of militants including their commanders neutralized or apprehended. Terrorists are unable to carry out any major terror act despite getting instructions from their mentors based in Pakistan.
The hybrid militants are also under directions from Pakistan to target minorities and non-locals but have been unable to do so due to an effective mechanism put in place by the police, security forces and Intelligence agencies. As part of the strategy, the anti-militancy operations will continue during winter with full force to eliminate the militants who will come down to plains during snowfall on upper reaches.
