Reserving quota for J&K terror victims is honouring those who laid down their life for country

Pre-2019 separatism, anti-India narrative and terror-sympathy was incentivized by the successive governments. Separatists, whose only job was to run an anti-India cartel and fan terrorism in Jammu and Kashmir, were allowed a free run by the governments of the day. Their children received state patronage in getting elite education and in making posh careers.

The Parallel Govt That Was

Syed Ali Shah Geelani and Yasin Malik and the ilk would run a parallel government in Jammu and Kashmir. They would do everything for the interests of terrorists, their sympathizers and the terrorists’ families – that include getting admission in professional colleges, government jobs and foreign scholarships and fellowships for the children of for children of terrorists and seperatists and other main players of Kashmir’s terror ecosystem.
No one would care about the families of terror victims. Those families whose sons or daughters or main bread earners were killed by terrorists were actually left to fend for themselves. The governments hardly cared for them, other than shelling out a class fourth job to the next of the kin of the victim – that too facing bureaucratic humiliations and systematic rejections at every stage.

Reserved Quota For Terror Victims

For the first in past over 30 years that government woke up to the concerns of the families of victims of terrorism. The Prime Minister Narendra Modi government at the centre has decided to keep a reserved quota for terror victims in MBBS and BDS courses for the academic year 2022-23 in Jammu and Kashmir.
The seats would be allocated to the spouse and children of terrorist victims from the central pool for the academic year 2022-23. This is a big move taken by the Modi government and it will go a long way in instilling a sense of confidence in the families of terror victims in the system, and their longstanding belief in India as a saviour will get further cemented. It is also to honour those who laid down their lives for the country.

Jammu and Kashmir has been the victim of Pakistan sponsored terrorism since 1989, and the people along with our army, paramilitary forces and J&K police bravehearts have been fighting it with all force. In the process, hundreds of families lost their loved ones either fighting the terrorists or became the innocent victims of terrorists’ brutal gun.
These victims are the real custodians of our national pride, who need to be supported and handholded by the government. Reserving the quota in MBBS and BDS courses for the terror victims is a step in that direction.
This needs to be appreciated and hailed. It shows how deeply the Prime Minister Narendra Modi and the Home Minister Amit Shah think of J&K and its people.

The J&K government led by Lieutenant Governor Manoj Sinha has also given its consent to this significant move. It is learned that children who lost both parents in terrorist violence will get the first preference, followed by families whole sole bread earners have been killed by the terrorists.
Wards of victims with permanent disability and serious injury caused by terror operation will also be preferred. In the wake of this centre’s decision to keep a reserved quota for terror victims in MBBS and BDS courses, the J&K Board of Professional Entrance Examination (J&K BOPEE) has also invited applications from eligible candidates for the allocation of MBBS and BDS seats from the central pool for the spouse or children of terrorist victims for the academic year 2022-23.
As per the policy, priority would be given to the children whose both parents have been killed by terrorists followed by the children of families whose sole bread earner has been killed by the terrorists. The third priority would be the wards of victims with permanent disabilities and serious injury caused by terrorists. The decision has been taken following the approval of the Ministry of Home Affairs (MHA), Government of India.

Just And Fair Policy

As per the eligibility criteria fixed by J&K BOPEE, the candidates should be the children of permanent residents of the concerned state or union territory or the children of the employees of the concerned state or union territory government.
The children of the employees of central, other states, union territory governments on deputation to the concerned state, or union territory are also eligible for the reservation quota.
The children of the employees of the central government, governments of other states or union territories posted in and having their headquarters within the concerned state would also be eligible. The children of the central government or state or union territory government employees aforementioned should be treated at par with the locals, reads the notification.
The candidate should have passed the subjects of Physics, Chemistry, Biology or Biotechnology, and English individually and have obtained a minimum of 50 percent marks. However, the pass percentage of the candidates from SC, ST, and OSC should be 40 percent while Gen-PwD category candidates should have 45 percent and 40 percent for SC, ST, and OBC-PWD candidates.
As per the J&K BOPEE notification, the selection of candidates would be made based on rank obtained in the National Eligibility-cum-Entrance Test (NEET)-2022 being conducted by the National Testing Agency.
It would also be necessary for the candidates to obtain minimum marks at the 50th percentile at NEET-2022 as per the Graduate Medical Education Regulations 1997 of the Medical Council of India (MCI) or National Medical Commission (NMC). In respect of candidates belonging to SC, ST, or OBC, the minimum marks should be at the 40th percentile.

Equitable Development, Equal Opportunities

In respect of candidates with a specified disability, the minimum marks should be at 45th percentile. The percentile should be determined based on the highest marks scored in the All-India Common Merit List in NEET for admission to MBBS and BDS courses.
So finally a history of equitable development and equal opportunities is being scripted in the Union Territory of Jammu and Kashmir post abrogation of article 370 and 35A. No more incentivization of terrorism or terror ecosystem would be allowed and the government’s resolve is guided by a firm policy of uprooting the terror ecosystem in J&K in the one hand and strengthening the nationalistic voices and forces on the other hand. No innocent will be touched but no terrorist will be spared.
