The development parameter is the most key aspect of effective governance and a key to achieving the satisfaction of masses on ground. Jammu and Kashmir as a region since many decades had lagged on many fronts of governance. As a result, development had remained much below par especially in the rural and far-flung areas.

We are witnessing that after abrogation of Article 370, development is all inclusive and at fast pace. Many programmes have been designed to acheive the goal of swift and effective delivery of services. This cements the foundations of effective governance.
Back to Village programme a vision of Prime Minister Narendra Modi has been Ushered in entire country to ensure all round progress and development. In Jammu and Kashmir under the leadership and vision of Lieutenant Governor Manoj Sinha, we have witnessed four Back to Village phases. The officers and Government machinery has during these phases traveled the length and breadth of Jammu and Kashmir, especially the rural hinterland to ensure the peoples grievances and issues are given a meaningful hearing . Several burning issues faced by the masses have been addressed to the best aspirations of masses thus improving the image of Government and ensuring dynamic governance.
Diverse Range Of Issues Addressed
From a Village pond to a macdamized road, the Back to Village programme has taken up both mini and major demands of public thus positively reshaping the face of our villages towards betterment.
The communication between the people and public servants was lagging. One has aptly seen in the recently concluded Back to Village fourth phase how boldly and affectionately the people and Government officials are interacting and sharing the issues and feedback. This improved communication would go a long way in improving the governance structures in Jammu and Kashmir.
The need of the hour is that we keep our focus on things and ensure that all the genuine demands of public raised through the visionary programme like Back to Village are effectively addressed. We also need to carry out many more Back to Village programmes in coming months and years so that people living in Villages get their due and our villages become synonyms of development and progress.
Mission: Equitable Development
The expert pulse throughout the country is that The ‘Back to Village’ programme is aimed to involve the people of the state or Union Territory and government officials in a joint effort to deliver the mission of equitable development.
Even the top officials of Jammu and Kashmir are expressing vehemently their viewpoint how Back to village is transforming Jammu and Kashmir in a positive manner.
While interacting with people, Divisional Commissioner Kashmir PK Pole said that the aim and objective of the B2V4 programme is to reach out to the people of the district at their door steps, listen to their demands and take measures for early redressal of the same.
He lauded public response toward the Back to Village initiative and appreciated people for coming forward to register their demands and issues during the program. He said, Back to village programme is aimed to create a new era of development in the Union territory.
Suggestions For Improvement
Although, on improvement side the feedback and involvement of all important grasroot representatives of village level governance including the Panchs and Sarpanches must be included effectively in the Back to Village programme.
The nutshell analysis of the four Back to Village programmes so far is that the programme has proven much blessing for the people of Jammu and Kashmir, especially the people who are living in often neglected areas of the rural hinterland. It is also making the communication between the people and the government more visible and efficient, with many minor and major demands of people getting effective heed and resolution.
